Digitizing the Economy: Sindh Revenue Board’s Strategic Push for Fiscal Transparency

The Sindh Revenue Board (SRB) is witnessing a significant shift in tax culture, driven by a blend of digital integration and public incentives. Speaking recently to the Business Recorder, SRB Chairman Dr. Wasif Ali Memon shared an optimistic outlook for the province’s fiscal health, noting that the authority has already collected Rs 270 billion and is well on its way to hitting its ambitious Rs 380 billion annual target.
The Power of Incentivized Compliance
A central pillar of this growth is the SRB’s innovative prize ballot scheme, designed to bridge the gap between tax authorities and the end consumer. The initiative encourages citizens to demand Point-of-Sale (POS) integrated receipts for services such as dining at restaurants by offering high-value prizes in exchange for tax verification.
The results of the third computerized draw highlight a dramatic surge in public engagement. From a humble 3,260 invoices in the inaugural draw, participation skyrocketed to 90,937 verified invoices in the latest round. This exponential growth is largely attributed to aggressive awareness campaigns across print and social media, signaling a shift in how taxpayers interact with the provincial system.
Transparency Through Technology
The SRB’s strategy relies on the seamless integration of retail POS systems with a centralized computerized platform. This allows for real-time reporting of transactions and empowers customers to independently verify the authenticity of their receipts. By turning service recipients into active participants, the board ensures that the tax paid at the counter actually reaches the provincial treasury.
Dr. Memon expressed confidence that this system will effectively curb undocumented transactions. As consumers begin to favor registered businesses to enter the prize draws, it creates a natural pressure for service providers to remain compliant and transparent.
Building a Culture of Accountability
The recent ballot rewarded 76 winners with prizes ranging from a 1300cc car and motorcycles to high-end electronics like refrigerators, tablets, and smartphones. However, beyond the excitement of the prizes, the underlying goal remains the “augmentation of tax receipts.”By fostering a culture where consumers habitually demand and verify invoices, the SRB is not just collecting revenue; it is building a sustainable framework for fiscal accountability across the province.
